Ive been having problems with my computer but its nothing serious, i have fixed it before with last known config. but it is not showing up and im pretty sure thats the only way to fix it other than system restore(but thats not working because of my protection) But this is what happens... I start up windows it gets to my desktop and freezes before it loads everything. As i said i used last known config. last time but it does not show up on the first few times i restart my computer... So is there a way to do last known config. in safe mode?

Once you start up in safe mode you won't be able to load the last known good configuration. Try doing a System Restore back a ways in Safe mode.
